Decree No. 21-V
The Government of the Chechen Republic Ichkeria, headed by its chairman Akhmad Zakayev, has recently conducted so-called consultations with the chairman of the puppet parliament of the Chechen Republic, Dukvakha Abdurakhmanov.
At the joint session of the Parliament and the Government of the ChRI, A. Zakayev informed that the representatives of R. Kadyrov had approached him with an initiative to unite around the idea that the independence of the ChRI would be recognized by Russia according to the Abkhazia and South Ossetia model. This initiative was supported by the participants of the session, who consented that A. Zakayev should conduct consultations about this question. He did not have other mandates from the ChRI Parliament. But A. Zakayev transgressed his mandate and recognized the legitimacy of the Kremlin’s puppet regime, and thus violated Article 1 of the Constitution of the ChRI.
Based on the foregoing and according to Article 62 of Constitution of ChRI, Chechen Republic Ichkeria Parliament decides:
1.   Dismiss to Akhmad Zakayev and whole Cabinet of Ministeries which was leading by Akhmad Zakayev
2.   The new form for Cabinet of Ministeries and its head will annouce later
The decree comes into force at the moment of its publishing.
