Ingush Journalist Warned
Human Rights Center “Memorial” has reported that on April, 6 2011 Vakha Chapanov, head of the Ingush press agency ”IA-Maximum” was handed from the public prosecutor of Ingushetia ”a warning about inadmissibility of infringement of anti-extremism law”.
The warning was submitted on March 30, 2011 by the acting deputy public prosecutor of the republic А.V. Zhulyabin. According to press release, it is not the first time Vakha Chapanov was called to the prosecutor and gave explanations after the diffusion of different press-statements.
As appears from the warning, during ”a monitoring of Internet ressources” the public prosecutor revealed in one of the publications ”facts, discrediting the activities of law enforcement agencies of the Republic of Ingushetia” and ”extremists statements”. The said publication is an article written by Vakha Chapanov, ”Situation Continues to Be Tense,” published on the website of the press agency ”IA-Maximum” on March 17, 2011. In the article, Chapanov evokes the abduction of Movsar Tsurov, an inhabitant of Nazran, and the murder of his brother Magomed Tsurov during a special operation. The article’s author remarks: ”Human rights activists in Ingushetia express their concern about flagrant violations of criminal procedure legislation and demand to the authorities and law enforcement bodies to act within the scope of the legislation of the RF, even relating to potential criminals, as courts were granted the right to establish the guilt of our citizens”.
The public procurator considered groundless the accusation about law enforcement agents of Ingushetia committing flagrant violations of criminal procedure legislation. The acting deputy public prosecutor Zhulyabin warned Chapanov ”about the inadmissibility of future violations of the federal legislation of the RF on anti-extremist activities” and warned him about ”the administrative responsibility for the non execution of legal requests emanating from the public prosecutor provided by the Article 17.7 of the Administrative Code of RF”.
In his turn Vakha Chapanov believes that he expressed the common opinion of the human rights community of Ingushetia, and that he does not see any infringement of anti-extremism law in his acts.
