Another Resident of Ingushetia was Arrested

Human Rights Center “Memorial” has reported that on June 1, the officers of the Russian Federal Security Service (FSB) detained a resident of Yandare village of Nazran district in Ingushetia.

According to the information, On the eve on May 31, around 11.00am the officers of the Federal Security Service of the Republic of Ingushetia came to Suleyman Urushanovich Khashagulgov’s house where at Khashagulgova street, 21. The “siloviks” cordoned the street off, and afterwords conducted a search of the house, without presenting any documents. They asked for Suleyman Khashagulgov, born in 1979, who at that time was at work, but they did not explain the reason why they were interested in him. Suleyman’s relatives promised that they themselves would bring him to the investigative authorities. The same day Khashagulgov Suleyman and his father came to Akhmed Kotiev, the Secretary of the Security Council of the Republic of Ingushetia to enlist the support of the republican authorities and to obtain security guarantees for Suleyman. Kotiev promised them that he will personally attend his interrogation.

On June 1, Suleyman and his relatives came back to the Security Council. Around 10.00am together with the employees of the Security Council named Vitaly they went into the building of the Russian Federation Security Service of Ingushetia in Magas town. Suleyman was brought into the office for questioning, and his relatives waited on the street. About an hour later the law enforcement officer, whose name was Vladimir, came to them and reported that Suleyman was brought to Vladikavkaz city, North Ossetia-Alania to the Central Investigation Department of the Investigative Committee for the North Caucasus Federal District, which is located at: Pushkinskaya street 10 b. The father of the detainee, Uruskhan Khashagulgov, asked why they detained his son, but he received no clear answer.

Fearing that Suleyman could suffer methods of illegal interrogation, or they could use fabricated charges and on this basis take him under detention, the relatives appealed for support to human rights organizations.

It should be noted that on May 31, in the village Yandare, two residents of Ingushetia, Mikail Khashagulgov and Magomed Daurbekov were detained. They are suspected of involvement in organizing the terrorist attack in Vladikavkaz, North Ossetia in September 2010. One of them was several times called for questioning, and he gave all the necessary evidence. None of the detained by the authorities did hide. It should be reminded that under suspicion of organizing terrorist attacks on the market in Vladikavkaz in September 2010 several residents of Ingushetia had previously been arrested. Currently, they are all detained in the detention center in Vladikavkaz.
