Urgent: Chechen Refugee Faces Extradition into the Hands of Chechnya’s Pro-Moscow Regime
Waynakh Online has received an e-mail stating that a Chechen refugee is facing extradition into the hands of the pro-Moscow regime in Chechnya.
According to the information, in early January 2013, Arbi Bugaev, born in September 1968 in Chechnya’s Tangi-Chu village was arrested during an identity check in the Czech Republic on the basis that there was an active Interpol arrest warrant out for him. However, as a victim of Russian oppression, Bugaev had been granted asylum in Germany and lived there for more than a decade.
While Russia accuses Arbi Bugaev of terrorism, the reality is that Arbi is a victim of Russian state terrorism. In 2003, one of his brothers, Alvi Bugaev, was abducted and tortured by Russian soldiers for days. After his release, he was shot dead in the yard of his sister’s house in front of his children. His other brother, Olkhazur Bugaev was abducted the same year by Russian soldiers and there has still not been any news about his fate. Arbi’s nephew, a law student, was abducted by Russian soldiers and subjected to torture, which was used to force him to confess to a crime which he did not commit. Now, he is a heavily disabled person and suffers from epilepsy that developed as an after effect of torture with electric shock. In September 2004, during the Beslan school siege, Arbi Bugaev’s mother was also abducted by Russian soldiers as a part of their “counter-terrorism operation”. The elder woman spent four days with her hands tied and a bag on her head, without any food and water. She was released only after it had been established that her sons weren’t among the terrorists in the siege.
Now, Arbi Bugaev is in detention in the Czech Republic faced with a fabricated allegation from Russia. He is being accused of his participating with local Chechen forces against the Russian military invaders in the beginning of the second war in Chechnya. The pro-Moscow regime in the Russian occupied Chechen Republic of Ichkeria has already started to prepare their fabricated documents and has asked for the extradition of Arbi Bugaev.
We must remind our readers that Arbi Bugaev’s name is on the “execution list”, which is believed to be Ramzan Kadyrov’s famous death list. If the extradition occurs, it is not hard to imagine his fate.
Arbi Bugaev’s daughter Elina Bugaeva says that they are desperate and they don’t know what to do. She is also appealing to all humanitarian organizations and people of goodwill to help her father.
