The famous proverb «One is as good as none» (literally «A lone man is no warrior on a battlefield») has now become obsolete. Urbanization, modern technologies, the level of global communications gave rise to the new situation: «One is as good as everyone» (or literally «A lone man is a warrior on a battlefield»). Chechens live on small territory which, in various periods of history, was the target of ambitious interests of various peoples who were powerful at the time. Each contact with the strangers caused a cataclysm (catastrophe) for the Chechens as the powerful people usually have only one instrument to achieve their goals – force. The use of force triggers war and any war causes numerous losses and ruins everything what has been created.

Ladies and gentlemen, Allow to thank to me organizers for carrying out of such interesting and necessary hearing. Acting to me have concerned some aspects of a question of self-determination of the Chechen Republic. I would like to be connected to this interesting discussion and to tell some words about the status of the Chechen Republic according to international law.

Part 1 Military adventure in the Chechen Republic by the right constantly stays in the center of attention both Russian, and world community. On May 12, 1997, the Chechen Republic Ichkeria and Russian Federation signed the peace Agreement. The Decree number 1-B of the ChRI Parliament describes the proclamation of the ‘Emirate’ by the former President of the Chechen Republic of Ichkeriya Dokka Umarov as ‘a self withdrawal from the execution of presidential duties’. One could try and guess why this self-evident ‘gravest crime’ (article 2.2 of the ChRI Constitution) is called ‘a self-withdrawal’. I do not purport to impinge on the exclusive right of the Chechen Members of Parliament to interpret the laws of the Chechen Republic (article 64.14). I shall simply put forward my impressions.

We are using Stalin’s methods again, this time to fight terrorism. I am writing for this American newspaper on a subject that one can no longer write about in Russia -islamskiy terrorizm, or Islamic terrorism cases-. There are hundreds of such cases going through the courts in our country. Most of them have been fabricated by the government so that the special services can demonstrate how “effective” Russia is in fighting terrorism and so that President Vladimir Putin has something with which to impress the West.
