Peace walk, Rule of Law and Human Rights!
Before the fall of the Soviet Union, 24 years ago, in 1990, the sovereign state called the Chechen Republic (the Chechen Republic of Ichkeria) was recreated at the will of the Chechen people. This historical event was conceived with joy by the majority of people of this nation, but nobody realized at that time, that it was a part of bloody against to the Chechen people.
Boris Yeltsin, being the candidate for presidency of the RSFSR, made such an appealed in his election speech: « Take as much sovereignty as you can swallow ». This appeal in combination with the centuries-old aspiration of the Chechen people to freedom, figured prominently in history. On October 27th, 1991 the legislative bodies of the representative and executive authority of the Chechen Republic were selected under supervision of the international observers and in presence of representatives from 38 states of the world, who fixed no essential violations in the course of elections. International organisations had not lodged any legally relevant claims on this issue, and the Russian government on behalf of the President Boris Yeltsin did not challenge the validity of those elections. By the above-mentioned appeal Boris Yeltsin convinced of the legality of recreation of the independent Chechen state, even those poorly educated Chechens, who had no idea about the right of the people to self-determination, and pushed the Chechen people to turn to independence. At that moment anybody realiezed that this Yeltsin’s appeal could be a part of the scenario on genocide of the Chechen people. All cunning of this scenario was as follows: to make claims and bring charges against the Chechen people and their leaders but by improper means and in contravention of the international law, operating from a position of strength. Such guideline is still actual and it allowes criminals to justify their crimes. It gives the Russian political and military forces and political engineers a chance to use their advantages over the Chechen people who do not have authorised representatives in the states of the world and the international organisations who could express a position of the Chechen people and seek justice and supremacy of the statute law. With the tacit agreement and non-interference of the world community countries of the into the « internal affairs of Russia », the political and military forces of Russia led by Yeltsin and Putin had launched two bloody criminal wars within the territory of so called self-declared Chechen Republic Ichkeria. We would like to notice, that Russia have recognised the independence the self-declared Abkhazia, South Ossetia and the Crimea. It undoubtedly shows, that Russia conducts the policy of double standards. (The truth that is suppressed by international politics). This unprecedented criminal war has become a source of irreparable harm, grief and sufferings. 250,000of civilians were killed, including more than 42,000 thousand children. There were mass tortures, extrajudicial executions, cases of kidnapping, hundreds thousand people were injured or became refugee migrants. Tens of thousands of members of the Chechen resistance as well as people, who sympathized or helped then with fc2oodstuff and medicines were put into the Russian prisons under different charges, now they are the punchbag for the prison personnel — lots of them have been participants of so-called Counter-terrorism operation. The criminals, who initiated military actions in the Chechen republic go unpunished and continue commiting new crimes — now in Ukraine, Georgia and other countries of the world, being a real threat for the world community.
We, participants of the « Peace Walk, Rule of Law and Human Rights », ask you to support our appeal to the United Nations, EU and COE: TO ESTABLISH AN INTERNATIONAL GROUP ON WAR CRIMES AND CRIMES AGAINST HUMANITY IN THE CHECHEN REPUBLIC INVESTIGATION, AND BY THE RESULTS OF INVESTIGATION TO CONSIDER THIS PROBLEM POINT IN QUESTION FROM A PERSPECTIVE OF THE GENERALLY RECOGNIZED RULES AND PRINCIPLES OF INTERNATIONAL LAW.
