CTO Regime Introduced in Shali
Local sources have reported that the Russian FSB has imposed a new so-called “counter terrorism operations” regime in a part of the occupied lands of Chechen Republic of Ichkeria.
According to the information, the Head of the Russian Security Service (FSB) in the occupied Chechen territory has introduced a so-called “CTO regime” which is going to begin on March 12, 2013. The FSB has explained their reasoning by saying that they have found a group of the Chechen National Liberation Movement in the mountainous areas of the Shali district. Thus, the so-called “CTO regime” will be active within the district of Shali (Shali, Serzhen-Yurt, Avturi, Germenchuk, Mesker-Yurt, Belgatoy, Novy-Atagi, Chiri-Yurt, Duba-Yurt and Agishty), which is 23 km from the capital city of Grozny.
The Russian invaders claim that the regime allows them:
-Passport control: controlling the identities of individuals; in the absence of identity documents, they take these people into the Russian Federation Internal Affair buildings;
-Removal of individuals from particular areas of lands and facilities and the towing of vehicles;
-Strengthening public safety and facilities, and controlling transportation;
-Maintaining the control of telephone conversations and other information which are transmitted through telecommunication systems;
-Using of vehicles regardless of ownership; both individuals and organizations in case of emergency;
-Suspension of communication services of business facilities and individuals, as well as limited use of Networks and communications;
-Temporary relocation of individuals;
-Restriction of movement of vehicles and pedestrians on the streets, roads, some areas and facilities;
-Freely penetrate into residential or business buildings regardless of ownership;
-Halting travel in the territory and requiring special permission to exit the territory, as well as inspecting belongings and vehicles during their goings in and out of the territory.
Many of these rules exist even though Russian occupiers and their local collaborators claim that the war has ended. Local residents say that a large number of Russian soldiers and armed bandits from the pro-Russian regime have already arrived in the region. It seems that they are going to undertake a lot of cleaning and punishment operations against the civilian population within the district of Shali.
